You must submit four copies of Form 28 (Application for NOC). Along with it, you need the original RC, valid vehicle insurance, valid PUC certificate, up-to-date road tax receipts, a Police Clearance Certificate (NCRB report), and a Bank NOC (if your vehicle is currently under loan/hypothecation).

Yes. Generally, an RTO NOC is valid for a maximum of 6 months from the date of issue. You must re-register your vehicle at the destination RTO within this timeframe.
